At some point George Bush will demand a No Country Left Behind Act for Iraq. Or maybe The Decider already did when he asked Congress for fifty billion more for the war.
Nobody should notice the flunking grades Iraq has already gotten from the Government Accounting Office. Some accounting is not desirable.
And nobody should ask why Petraeus who should be graded gets to offer passing grades. Did anybody think he would do anything different?
