Some will find it ironic that nowhere is it mentioned in this WaPo OpEd that its author is in fact the brother of the author of the surge itself, Frederick Kagan. Robert Kagan concludes his feel good report of the year The 'Surge' Is Succeeding with this note:
No one is asking American journalists to start emphasizing the "good" news. All they have to do is report what is occurring, though it may conflict with their previous judgments. Some are still selling books based on the premise that the war is lost, end of story. But what if there is a new chapter in the story?

Conflict with their previous judgments? Kagan has lots to say about how and why the surge is succeeding. Hope may also be a strategy. The Kagans have been saying regime change would effortlessy work in Iraq for almost ten years. Is it too much effort for the Washington Post to disclose Kagan's pedigree on a policy some consider a dog?
